Description
The project consists of the following components:

Integrated Solid Waste Management
The project will assist the city barangays in implementation of R.A. 9003, otherwise known as the 'Ecological Waste Management Act'. Three pilot areas for garbage segregation at the household level (Bugo, Gusa, Lapasan) will be established.
The households will segregate their garbage into three fractions: (1) biodegradable, (2) recyclables and (3) residual waste. The three waste fractions will be collected from the individual households and brought to the Materials Recovery Facility (MRF) for further processing and handling. While the biodegradable fraction (about 40 % of the household waste) will be converted into compost to be used for fruit and vegetable production in homegardens and the newly established allotment gardens, the recyclable fraction (about 30 %) will be marketed by the CDO Garbage Pickers Cooperative and the residual waste (further 30 %) will be brought to the landfill by the City Public Services Office for final disposal.
Allotment Gardening
Allotment gardens are a special garden system that started about 150 years ago in many European cities, when they faced the same socioeconomic challenges that Philippine cities are facing today: Rapid urbanization, high inward migration, environmental degradation and poverty. Allotment gardens are actually municipal backyard gardens for those who do not avail of one at their homes. They will allow urban poor to grow fruits and vegetables on an area of about 400 m2 to supply their families with additional healthy food.
Geographic Information Systems
Data gathered from these pilot areas will be encoded into the city geographic information system (GIS) to establish an urban environmental planning system for Cagayan.
