Fiscal Federalism, Public Finance of the Federal State, Regions and Communities

This field gathers together theoretical and applied works. We can distinguish three main sub-fields:

1. Fiscal Federalism Theory

This first sub-field deals with theoretical questions related to financial federalism and fiscal competition.

The theoretical works are devoted to autonomy's questions as well as coordination, harmonization and fiscal competition with strategic interactions.

2. Federal Public Finance

The center has devoted a special insight for the Federal State linked to fiscal and institutional reforms (competencies' redistributions to sub-federal entities).

The development of regional data panels of the main federal taxes and setting up of tax revenues micro-simulator are still two main tasks of the center. These tools allow us to measure the consequences of an institutional reform as well as the impacts of federal economic policies on sub-federal entities' resources.

3. Regional and Community Public Finance

Since the beginning of the 90's, the center's interests have been particularly devoted to French-speaking sub-federal public finance. The main works consist of setting-up and developing sub-federal tools in order to simulate and forecast different public finance's scenarios at different sub-federal levels (Walloon and Brussels' region, French-speaking and German-speaking community, and French-speaking community commission).

Other analyses are also undertaken in the center such as sub-federal budgets' comparisons, social and economical policy's impacts on budgetary decisions and particular analyses of regional taxes.
